If your skirting is left in place, there are scotia trims that do the job and these often come in a matching colour. These are fastened to the skirting and allow for expansion. Be sure they are water-proof if installing in the kitchen or wet areas. You might consider fitting a primed quad or scotia trim, caulking and then painting the same as the skirting. Another popular way is to carefully remove the skirting itself and re-attach it after the flooring has been completed.
